What you get to do:


We are focused on helping our client modernize and migrate their learning and development technologies for US Navy Sailor training.  To do that, we are the trusted partner that gets to:


Coordinate and/or perform additions and changes to the network, network software, and operating systems that support the MyNavy HR effort

Work with Moodle Learning Management System (LMS), the Moodle Learning Assessment System (LAS) and OPM USLEARN (xAPI) Learning Records Store (LRS)

Participate in design, development, testing, and implementation activities of LMS/LAS/LRS applications in support of heterogeneous business systems and processes

Support day-to-day operations to include account creation and management of LMS/LAS/LRS products

Work with Navy’s functional team to develop LMS/LAS/LRS solutions to meet the Navy’s evolving requirements

Troubleshoot the network, communication protocols, and performance of systems installed and in development

Integrate new software, systems, and various updates and patches to the network to support functional cloud-based environments supporting the MyNavy HR effort

Support application test planning and test execution efforts for the MyNavy HR effort

Identify DoD / Navy policies, procedures, and regulatory changes that can impact design and functionality

Evaluate and provide feedback on system and functional design documents, test plans and scenarios, and other associated artifacts

Assist the team in helping to evaluate and test human capital management system solutions and other third party/custom solutions as necessary

CACI is the prime contractor for the MyNavyHR Transformation program, a large-scale integration and development transformation effort, that will offer significant growth opportunity for candidates. This position will be a unique and exciting career opportunity that will involve the integration, development, and deployment of enterprise wide systems involving COTS ERP, SaaS solutions, CRM, mobile solutions, and enterprise data analytics in a state-of-the-art Agile development environment. The transformation and integration of over 50 legacy systems to ERP and SaaS solutions will be a monumental technical experience for this position. In addition, the resulting solution will deliver direct support to our Navy Sailors and their families.

You’ll bring these qualifications:


3 years of LMS/LAS/LRS administration experience using Moodle

Working knowledge of Moodle and LMS/LAS/LRS Administration and account creation

Familiarity with LMS/LAS/LRS technologies and account creation for role-based access

Experience analyzing, troubleshooting, and resolving LMS/LAS/LRS system issues

Experience migrating systems and software through various cloud-based virtual environments through the software development lifecycle

Experience with analyzing technical and business requirements and conducting gap analysis/assessment

Experience being part of a team and being able to adjust to a dynamic working environment that supports a government agency

Strong written, verbal, and listening skills; ability to communicate in a clear and concise manner; strong analytical skills and can demonstrate strong problem-solving skills

Experience in functional testing and change management for large government organizations

Direct experience with the US Navy, in particular, the Navy Education and Training Command and/or Navy Personnel Command or Bureau of Personnel

Proof of formal training in a Moodle toolset

A DoD 8570 security Information Assurance Technical (IAT) level 2 certifications i.e. CompTia Security+ and/or ISC(2) CISSP or comparable

Bachelor’s degree in Computer Science or Information Systems or other technically relevant degree

An Active Secret Clearance (or no less than one-year since a Secret or higher clearance expired) Must be able to achieve Top Secret Clearance after hire.

These qualifications would be nice to have:


Knowledge or experience working with the OPM version of Moodle LMS

Understanding of MyNavy HR business processes and application system

Knowledge of US Navy Training and Education Command and/or experience working with Naval education systems

Experience working on unusually complicated problems and providing solutions that are highly creative and ingenious, exhibiting ingenuity, creativity, and resourcefulness

Experience supporting various resources in scrum teams in an Agile environment; experience working in Sprints, Daily Scrums, and multiple work streams

Knowledge of Capability Maturity Model Integration (CMMI)

Pay Range:

Pay Range: The proposed salary range for this position is $59,400-$121,800. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications.
