LTC is currently seeking an experienced Technology Transition Manager to provide system administration support services to programs and projects for our government customer located in Quantico, VA.



This position requires an active DoD clearance, eligible to obtain TS/SCI

About the Role

DESCRIPTION: LTC is currently seeking a Technology Transition Manager with a Joint Capabilities Integration and Development System (JCIDS) background in Marine Corps Program of Record requirements at Marine Corps Combat Development Command (MCCDC). This position supports the Marine Corps Warfighting Laboratory (MCWL) in Stafford, Virginia overseeing the process of transitioning technology to Marine Corps Systems Command (MCSC). The Technology Transition Manager will work with MCCDC Requirement Officers, Capability Portfolio Managers, Marine Corps Operational Test and Evaluation Activity (MCOTEA), Operational Test Project Officers, MCSC/ Program Executive Office Land Systems (PEO LS), Product Managers, Project Officers, and Program/Portfolio Managers.

Primary duties will include (but are not limited to):

Review requirements, specifications, scope, and documentation to gain a thorough understanding of MCWL’s developing technology
Establish relationships with the appropriate requirement officers, and MCSC Program/Portfolio Manager’s
Initiate and refine transition roadmaps; identify strategic objectives
Brief senior leadership on transition efforts, status, and milestones
Maintain data records and libraries with updated status accounting information
Develop and manage evaluation plans for the assessment of emergent technology

Requirements 

Job Requirements Required Qualifications:

Former Marine or current contractor with a Combat Development and Integration (CD&I) background
Expert in the Joint Capabilities Integration and Development System (JCIDS) process with thorough understanding of all requirements documents and the Marine Corps processes
Understands the Doctrine, Organization, Training, Materials, Leadership, Personnel and Facilities (DOTMLPF) analysis as part of the JCIDS process
Requirements Transition Process (RTP) Subject Matter Expert (SME)
Familiar with the MCSC organization and Portillo Managers’ areas of responsibilities
Familiar with Headquarters Marine Corps (HQMC) higher and adjacent relationships and responsibilities in relation to lifecycle sustainment and management (e.g., MCWL, MCSC, I&L, CD&I)
Understands Force Design 2030
Understands the resourcing within the Planning, Programming, Budgeting and Execution (PPBE) process
Familiar with CD&I, Capabilities Development Document (CDD) Policies and Procedures
Ability to work independently and in a team environment
Excellent written, oral, and interpersonal communication skills
Bachelor's degree or equivalent professional experience
Minimum seven years’ experience including technical analyses and writing
Advanced proficiency in Microsoft Office applications (Teams, Project, SharePoint, Excel, Word, Outlook)
Preferred Qualifications:

Familiar with MCWL
Familiar with Office of Naval Research (ONR)
Familiar with Requirements Traceability Matrix (RTM)
Familiar with preparation and implementation of a program’s Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) management tools
