About the Role
We are hiring a E3/Frequency Spectrum Support Analyst to work in the Pentagon supporting OPNAV N2N6. The position requires the applicant to be TS/SCI eligible and, d ue to the nature of the role, only U.S. Citizens may be considered.
The employee shall provide support to the OPNAV Tactical Networks and Command, Control and Computers (C3) Division (N2N6N) in the area of Systems, Electromagnetic Environmental Effects (E3), and Spectrum Supportability (SS). E3 and SS considerations apply to all platforms, systems, subsystems, facilities, weapons, electric or electronic equipment, networks, sensors, fuels, personnel and ordnance (hereinafter referred to as equipment, systems, personnel, and platforms) developed, procured, acquired, operated and maintained by the Navy including commercial items (CI) and non-developmental items (NDI) across all warfighting domains.
The employee shall provide a broad range of programmatic support for current and future systems, including capital planning, database management, requirement and technical analysis, assessments that assist N2N6 government personnel in identifying, assessing, prioritizing, validating and adjudicating Navy & Joint Service Warfare capabilities and requirements.
Role and Responsibilities :
Support drafting, reviewing, and staffing recommended Navy plans, instructions, data calls, and requirements documents related to Spectrum Supportability Risk Assessments (SSRAs), electromagnetic interference control, electromagnetic pulse survivability, and other current and future systems.
Support Navy representation and liaison on matters pertaining to commercial E3 standards integration of Navy and Joint guidance and direction to support development of recommended Navy capability requirements and programming strategies.
Support OPNAV N2N6’s role as Resource Sponsor in all PPBE phases by conducting Program Reviews, provide analysis, and support staffing of joint initiatives and associated documents in support of the DoD acquisition process within the Planning, Programming, Budgeting, & Execution (PPBE) cycle. Utilize PPBE databases, prepare briefings, point papers, spreadsheets, statements on program status, and other associated products in preparation for Program Objective Memorandum (POM), various forms of Congressional engagements, Budget Exhibit reviews, Offset Drills, and the like. Prepare products and provide recommended courses of action to accomplish OPNAV N2N6 goals and priorities.
Assist OPNAV N2N6 Requirements Officers in coordinating with SYSCOMs, PEOs, program offices, other Navy and other Service staffs, the Fleet, TYCOMS, the Joint Staff, DoD organizations, Congress, and other stakeholders. Review queries, generate draft responses, respond to official DoD and Navy tasking, tracking issues and/or concerns, in the form of clear and concise briefs, point papers, emails, and memos. Develop, review, and staff strategies, plans, directives, administration documents and concept papers and/or briefs.
Prepare for, attend, participate in, and summarize relevant meetings and working groups as assigned and necessary.
Requirements
Required Technical and Professional Expertise :
Citizenship: Must be a US Citizen
Clearance: TS/SCI (eligible), SECRET (minimum)
Minimum Years of Military or Civilian Direct Support to the Military (5+ years)
Spectrum and Link 16 familiarity
Bachelor’s degree
Strong written and verbal communication skills
Demonstrated effective team player and analytical skills
Preferred Technical and Professional Expertise :
Demonstrated ability to coordinate cross-functional work teams toward task completion
General PC knowledge including Microsoft Office expert level knowledge of Excel and PowerPoint, working knowledge of SharePoint, or Access (or similar database management system)
Willingness to travel to local client sites
Experience working with Maritime Operations Centers (or similar service HQs).
Experience working PPBE / POM (at least one cycle)
