About the Role
The Security Cooperation Information Management Specialist will support the MARFORPAC G5 information management requirements for Security Cooperation (SC) programs, to include DoD SC Operations, Activities, and Investments (OAI) management systems of record (Command and Control of the Information Environment: C2IE and Socium), as well as monitor the Security Cooperation Workforce Development Database (SCWD-D).
The Security Cooperation Information Management Specialist will provide support that is mission critical to optimize the facilitation of division management of SC OAIs, ensuring correct entry and maintenance of relevant and required MARFORPAC SC OAI entries in authoritative DoD OAI systems of record: C2IE and Socium; and NDAA mandated SC Workforce Development Program requirements.
Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES
Perform data collection, entry, and management of individual training information in order for HQ MARFORPAC and Marine Expeditionary Forces (MEF) personnel to meet requirements as members of the Security Cooperation Workforce (SCW).
Serve as a G5 Information Assurance (IA) Branch C2IE lead to interface with J5 and J3 points of contact at USINDOPACOM and as HQ MARFORPAC’s point of contact for the SC Workforce Development-Database Manager at HQMC.
Optimize facilitation of division management of SC OAIs, ensuring correct entry and maintenance of relevant and required MARFORPAC SC OAI entries in authoritative DoD OAI systems of record: C2IE and Socium; and NDAA mandated SC Workforce Development Program requirements.
Support MARFORPAC G5 data management requirements for Security Cooperation (SC) programs, to include DoD SC Operations, Activities, and Investments (OAI) management systems of record (Command and Control of the Information Environment: C2IE and Socium), as well as monitor the Security Cooperation Workforce Development Database (SCWD-D). Facilitate and monitor data collection, conduct information management, and provide reporting in support of MARFORPAC G5 Division staff regulations and requirements.
Provide program and technical support on and off-site, including Security Cooperation events, for MARFORPAC G5 staff related to U.S. Government owned communications systems and networks, and Joint systems.
Provide system support to include troubleshooting problems such as user-error, technical / navigation issues, coordinating with technical support on system errors or limitations, etc.
Provide security cooperation and analysis to ensure the G5 collaboration and knowledge management (KM) tools maintain functionality and are optimized to be more effective. Provide demonstrations and/or training of collaboration tools, such as SharePoint, to MARFORPAC G5 staff.
Liaise with external functional experts and planners to learn about data-input requirements for military planning and then collaborate and provide subject matter expertise on best practices on the requested input requirements from these parties. Report lessons learned to USMC G5 leadership and any recommendations regarding best information-management practices.
Integrate existing and newly fielded Joint and Marine Corps systems into Combatant Command (CCMD) theater, joint, bi-lateral and multi-lateral architecture, and must support the host servers at the principal site (i.e., MARFORPAC), major subordinate commands, direct report units, and other designated locations. Responsible for coordinating with the appropriate system administrators.
Assist in identification of training gaps or needs and propose development of training products that improve the workforce ability to perform tasks where training needs are identified.
Conduct a review of existing external and internal policies and decision documents annually or when significant changes in policy occur related to information management that the G5 Plans division must adhere to and identify any instances of organizational non-compliance or obvious errors in policies and recommend corrective actions.
Ensure Government data relevant to the G5 is continuously validated and recommend and execute corrective actions as necessary.
Assist in the C2IE implementation for MARFORPAC G5 and collaborate with key personnel in SC data and information management across the staffs in order to integrate, coordinate and synchronize planning and execution of SC capabilities. Once the system is implemented, provide C2IE technical support to users.
Monitor the Overseas Humanitarian Assistance Support Information System (OHASIS) and ensure data input is aligned with data in the counterpart SC systems.
Ensure MARFORPAC G5 data libraries across all data systems (C2IE, Socium, G5 shared drive and SharePoint sites) are organized to ensure the metadata is properly tagged to allow users to retrieve required information when they conduct a search.
Monitor and analyze trends in OAIs in the USINDOPACOM area of responsibility (AoR) using criteria provided by branch leadership.
Develop, draft and update annually the MARFORPAC SC data and information management framework.
EDUCATION
Bachelor’s degree preferred
Successful completion of the Security Cooperation Workforce (SCW) Certification Program preferred
EXPERIENCE
Minimum 8 years of specialized experience in Security Cooperation and /or Information Management, and understanding of the Security Cooperation Community of Interest.
Possess the proper knowledge and communication skills to conduct formal training in multiple formats (oral, audio/video presentations, practical application, testing, etc.)
Proficient in the USMC Security Cooperation Enterprise, Security Cooperation Workforce, and subject(s) to which they are providing the training or management
Personnel who have successfully achieved a certification or completed a security cooperation course of study prior to contract award can be determined to have met this requirement, at the Government’s discretion
Personnel must have the experience, knowledge, technical, physical, and administrative capabilities to ensure effective performance of the contract
CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities
Thorough understanding of Overseas Humanitarian Assistance Shared Information System (OHASIS - the DoD system of record for strategic SC resource management).
Thorough understanding of C2IE, a DoD system of record for strategic SC OAI management).
PMP or equivalent experience.
Advanced proficiency with using Microsoft applications such as Excel, Teams, Words, Power Point, etc., Expert Knowledge of SharePoint.
Detailed understanding of how security cooperation information management is executed through the geographic combatant command and service headquarters to the component level, and how this translates in terms of planning, coordination, and execution both for C2IE inputs, as well as to enter SCWD program requirements for SCW members.
WORKING CONDITIONS
Required to sit or stand for extended periods of time and maintain focus.
May be required to lift awkward sized items weighing up to 25 pounds.
Be able to work an unstable schedule, to include holidays and weekends.
SPECIAL POSITION NOTATIONS
Occasional travel required.
Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.

A TS/SCI clearance required for this position.
A valid Passport may be required for this position.
