Strategic Analysis Technical Advisor
The personnel of the DCOM-A G2 Intelligence Training and Advisory Group (INTAG) are responsible for training, assisting, and advising the Assistant Ministry of Defense Intelligence (AMoD-I), General Staff Intelligence (GSG2) Staff, National Military Intelligence Center (NMIC), and elements of the National Military Command Center (NMCC) in intelligence operations, policy, doctrine, planning, programming, management, staff supervision, process and intelligence oversight in support. All contract INTAG personnel will maintain a deliberate focus on Intelligence Institution Building and Critical Functions using DOTMLPF and associated methodologies or an alternative provided by the military or government contract leads. The contractor shall train, advise, and assist(TAA) AMoD-I and GSG2 Staff personnel in intelligence operations, doctrine, training, and employment of Military Intelligence Capabilities and Procedures.
Responsibilities and Deliverables:
A) Train, advise, and assist the AMoD-I Strategic Analysis Director to enable timely, accurate, relevant, tailored and predictive strategic intelligence deliverables/assessments.
B) Provide expertise on strategic analysis and fusion of information in order to provide the Defense Minister and national leadership with strategic national-level intelligence and Indicators and Warnings (I&W) needed to achieve national-level objectives and implement the national military strategy.
C) Assist with input/products to support the Strategic Defense Planning Process.
D) TAA with regard to dissemination of finished intelligence products to GSG2 and to key MoD and national leaders.
E) TAA with regard to focus on basic and advanced techniques & methodologies and improved analysis and production management and skills for all Strategic Analysis Directorate sections, in conjunction with GSG2.
F) TAA with regard to focus on assistance with training, development of key management concepts, analysis management, leadership and intelligence sharing practices.
G) Assist with implementation of research and analytical methods to produce and disseminate intelligence products (reports and briefs).
H) Advise and assist with development, production and dissemination of strategic level intelligence for the Defense Minister and national leadership.
I) Advise and assist with the preparation and briefing of strategic intelligence products focusing on predictive analysis, intelligence estimates and reports.
J) Assist in the research and development of strategic level intelligence.
K) Assist in the identification of systemic problems within the Directorate and resolution of such problems through the use of training seminars and briefings.
L) Assist in the development and implementation of a Strategic Intelligence Requirement format.
M) Assist in the establishment of national-level priority intelligence requirements (PIR) and the national intelligence collection management process.
N) Assist in the coordination and synchronization of intelligence liaisons with MOI, National Defense Security (NDS), National Security Council (NSC), and US and Coalition.
O) Assist in dissemination and briefing of strategic intelligence reports and estimates to the Minister of Defense and key national Afghan leaders as designated by the Minister of Defense.
A) Candidate must hold a current SECRET Level Security Clearance (Previously granted and never revoked or suspended). If chosen, Candidate must remain armed in accordance with New Century Policies throughout the duration of employment in country.
B) Recent strategic or operational experience in MoD or Afghan General Staff environments, strategic intelligence agencies, inter-agency strategic operations preferably in Afghanistan or Iraq training international forces, as a Senior Level Government, Military Officer, Senior NCO or contractor assigned to like positions.
C) Documented experience in one of the following disciplines/duties: HUMINT/CI, Targets, Imagery/Terrain, Collections, Requests for Information Management, SIGINT, GEOINT, OSINT, Targeting, Intelligence Analyst/Watch Officer, Communications (Intelligence Systems and Technical Support), CCIRM, Analysis and Production, multi-echelon intelligence fusion, intelligence business operations, individual agency/directorate functions, building intelligence institutions and Program Management.
D) Practical Knowledge of Microsoft Office Suite.
E) Experience in professional development & training and working with Middle Eastern or Central Asian cultures is desired.
F) Candidate must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations. Candidate must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months. Candidate must have been tested and present proof of a negative HIV test result performed within six months of deployment. Dental and medical readiness must be up to date and candidate must maintain a current US Passport.
