Facilities Maintenance Advisor (Subject Matter Expert)

 

This position is based in the West Bank.  The Facilities Maintenance Advisor (SME) will provide expertise and support of the Department of State INL Program for capacity building in the West Bank. The successful candidate will support, assist, and advise in all matters relating to development of capacity building to for the local authority to maintain and sustain infrastructure (including facilities and maintenance of facilities) for the security sector in the West Bank.

 

The Facility Maintenance advisor shall be responsible for development of capacity, shall supervise infrastructure maintenance, and develop curriculum and training programs in the West Bank for facilities management.  Furthermore they will assist the local authority in developing policies and procedures necessary to carry out related responsibilities. 

 

The Facility Maintenance advisor will conducts assessments, and provides analysis to stakeholders on the abilities of the local authority to develop, implement, and sustain infrastructure management programs, and the degree to which this enables the Palestinian Authority Security Forces (PASF) to effectively performtheir respective duties and responsibilities in an independent and self-sustaining manner.

 

  • Relevant experience in the past 5 years is preferred.
  • Experience in training in the providing Advisory and Training in support of programs in the Middle East preferred.

Location of Duties: West Bank and Jerusalem Key Responsibilities:

  • Assess current capabilities for facilities maintenance needs and make recommendations to

    stakeholders for developing and implementing programs to assist the local security forces to establish a maintenance and sustainment management system for infrastructure.

  • Assist the local authority to establish a running estimate of infrastructure. Assist the local authority to develop a work order tracking system.
  • Assist the local authority to develop systems for inspection of all facilities, buildings, systems, etc., on a routine basis with specific emphasis on: structural systems, electrical distribution systems, plumbing systems, life safety systems, elevating devices, HVAC, and Power Generation systems Assist the local authority to develop a system for estimating, planning and executing high priority work orders, predictive/preventative maintenance work orders and repair/maintenance projects.
  • Recommend routine maintenance activities and schedule(s).
  • Assist the local authority to develop policies and procedures for supervising repairs, modifications, and predictive/preventative maintenance on buildings and facilities equipment, fixtures, and systems. Assist the local authority to develop and implement a reporting and records keeping system to track the overall state of security infrastructure.
  • Assist the local authority to develop a system to respond and provide excellent customer service and feedback to the customer and vendors on all work orders while ensuring compliance to codes, regulations and industry standards.
  • Recommend training programs for topics listed above.

     

    Key Requirements:

  • Ten (10) years with direct institutional infrastructure management experience.
  • Bachelor’s Degree in Engineering related field. (Relevant experience or other degrees may be substituted).
  • Knowledge of standardized building, fire, and safety codes.
  • Relevant experience in the past 5 years is preferred.
  • Experience in training in the providing Advisory and Training in support of programs in the Middle East preferred.
