Job Description
The Deputy Project Manager will assist in providing oversight to the Medical Support Services in accordance with OSCE Special Monitoring Mission to the Ukraine. (SMM).  The Deputy Project Manager will assist in supervising the emergency medical team to include Lead Paramedics, Paramedics, and Critical Care Teams to approximately 800 mission members patrolling the Eastern Region of the Ukraine.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

Position is Notional Contingent upon contract award.
Anticipated Start Date – Oct. 1, 2019.

Job Requirements

Bachelor’s Degree in Business Administration, Health Care Administration, Nursing Science, or Paramedic Studies or related field or equivalent experience.
Minimum 2 Years’ experience in progressively responsible program management.
Demonstrated Staff Management experience, Medical Support Mission, Contract Fulfillment, and Project Management experience.

Preferred Qualifications:
Completed a formal Paramedic training program leading to a diploma, certification
5 years of experience as a licensed Paramedic.
Hold and maintain a current unrestricted Paramedic license from country of origin.
Current Provider/Instructor certification and have/maintain current certifications in Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS), Pediatric Advanced Life Support (PALS), PreHospital Trauma Life Support (PHTLS), Cardio Pulmonary Resuscitation (CPR), and Tactical Casualty Combat Care (TCCC) or equivalent.
Minimum of 1 year of formalized instructional experience with instructor certifications in any of the following: ACLS, BLS, PHTLS, ATLS or TCCC.

Duties and Responsibilities:
Serves as the alternate  interface with customer, Contracting Officer/Contracting Officer Representative, and other designated Government officials throughout the term of the contract and related task orders.
Monitors performance of staff and coaches for correction.
Handles disciplinary issues with proper action, including coaching and documentation.
Ensures customer satisfaction by delivering quality service and effective solutions to emergent conditions.
Plans and executes all contractual service requirements.
Prepares and manages program budgets, schedules, and achieves all performance requirements.
Assists directing program activities in accordance with the contract and Task Order PWS. Applies CHS policies and procedures or develops and implements new procedures, as may be required.
Maintains or coordinates IT, radio and telephonic communication, transportation, and other support services capabilities that are provided by the customer, CHS partners, customer contractors, and others to ensure no interruption in service to the customer.
Supports all supply chain management processes.
Coordinates with the customer, customer contractors, customer facilities, and capabilities (e.g., Medevac, Logistics) to ensure mutual, timely support.
May provide direction and guidance to all program staff.
Supports the quality programs of business partners, subcontractors, services contractors, and suppliers supporting the program.
May be required to provide Corporate and customer management with timely, transparent, and accurate information to assess program performance.
Assists with the managing of day to day activities and prioritizing tasks.    Operates personal computer to access e-mail, electronic calendars, and other basic office support software.
Complies with all applicable CHS standards and guidelines.
Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems, and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
Travel to sites for training, inspections and oversight as needed

Must have a valid, current Driver’s License from country of origin.
Must have a current Passport from country of origin.
May be required to attend pre-deployment training prior to deployment.
Shall be proficient in the ability to speak, write, and communicate in English.
Strong Microsoft Office skills in Word, Excel, PowerPoint, and Outlook.
Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management Systems software.

Physical Requirements:
Must be confirmed by a medical examination to be “medically and dentally fit” in accordance CHS Medical Readiness Guidelines and Policies and/or as dictated by the Client.
No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.
Work is normally performed in a typical interior/office work environment and in the field.
